Follow the steps in order for the best result.
In a saucepan, bring 1 to 1 1/2 cups of water to a rolling boil.
Add the ramen noodles and the contents of the flavor packet to the boiling water.
Cook the noodles for approximately 3-4 minutes, or until they reach your desired tenderness.
While the noodles are cooking, fill a large saucepan with about 4 inches of water and bring it to a boil.
Take each hot dog and carefully cut it into 8 strips, stopping about 2 inches from one end. This will create the octopus 'legs'.
Gently drop the prepared hot dogs into the boiling water.
Cook the hot dogs until they are heated through and the 'legs' begin to curl.
Add the green food coloring to the cooked noodles, stirring to distribute the color evenly. Drain any excess water if necessary.
Place the green-tinted noodles on a serving plate, arranging them to resemble seaweed.
Carefully stand the cooked hot dog 'octopuses' upright on top of the noodle 'seaweed'.
Use small dots of ketchup and mustard to create eyes and a mouth on each hot dog, bringing your octopus creations to life.
