In a large skillet or pan, melt 1 tablespoon of butter over medium heat. Add the chopped red onion, quartered mushrooms, and chopped garlic. Sauté until the vegetables are tender, approximately 5-7 minutes. Remove the sautéed vegetables from the pan and set aside.
Add the bite-sized chicken breast pieces to the same pan and cook, stirring frequently, until fully cooked and lightly browned. Remove the cooked chicken from the pan and set aside.
In the same pan, melt the remaining 2 tablespoons of butter over low-medium heat. Sprinkle the flour over the melted butter and stir continuously to create a roux. Cook the roux for about 1-2 minutes, stirring constantly, until it turns a light golden color.
Slowly pour in the Madeira wine, water, and heavy cream, stirring constantly to ensure a smooth sauce. Continue cooking over medium heat, stirring frequently, until the sauce thickens to your desired consistency. This should take about 5-7 minutes.
Stir in the chopped fresh parsley and let the sauce simmer for a few minutes to allow the flavors to meld together.
Return the cooked chicken, sautéed mushrooms, garlic, and onions to the pan with the sauce. Simmer for an additional 2 minutes, stirring gently to combine all ingredients and heat through.
Pour the creamy chicken and vegetable mixture over the cooked penne pasta. Toss gently to coat the pasta evenly with the sauce.
